Commentary
Sufficient and timely access to alternative transport for evacuation of residents/clients
is key to a safe evacuation. A resident mobility list is another important component
to the safe evacuation of residents and clients.
In considering what resident/client
critical resources are required for short term evacuation, be sure to check
the levels of resources and support provided by Department of Community Development
Welfare Centres.
Alternative sources for transport might include:
- Buses belonging to the
organisation or other aged care organisations.
- Local council resources.
- St John’s Ambulance
– whilst St John’s Ambulance has a number of vehicles available,
access is determined by St Johns ambulance and is not guaranteed.
- Easy Access – Perth
(Multi-purpose taxis) would send a message to all vehicle owners seeking assistance.
There are approximately 140 vehicles available. Emergency Contact: 9422 2240
– 24 hours X 7 days week.
- Schools, sporting clubs,
community groups (eg. Rotary, Apex), churches, church groups.
Actions
Residents/Clients
Identify the transport needs of residents/clients in case of evacuation (specialised
and other). Document these details in resident/client mobility evacuation list.
- Identify the number of
staff required to assist residents/clients in safe transport/evacuation within
‘resident/client mobility evacuation list’.
- Identify and map transport
options available to the organisation.
- Organisational vehicles
- Ensure policies and procedures to address the use of organisational vehicles,
petrol, and security are in place (review of car licenses, insurance of all
key personnel will have to be maintained in the human resource management
system and routinely audited).
- External vehicles –
identify aged care providers who maintain transport vehicles (ie. buses) that
might be available for use in emergency evacuation.
- Develop formal understandings
regarding access to external agency transport where appropriate (this
could be included in the Memorandum of Understanding or other formal document/agreement).
- Publicly available transport
options within the local community (taxis, St John’s Ambulance, commercial
bus lines, schools, local government).
Maintenance of Service
Identify critical resources that need to be transported with evacuees and source
appropriate transport options to deliver these resources (could include organisation
or staff vehicles).
- Ensure that these resources
are transported in non resident/client transport vehicles (clothing, linen,
personal belongings, medications and essential supplies).
- Develop inventory and
check list for all stores/equipment to be taken off site.
- Develop standard package
of materials to accompany resident/client and reflect this in a checklist
for staff (i.e. full set clothing x 1, footwear x 1, medications x 3 days,
continence aids x 3 days)
