Commentary
Some issues to
consider when analyzing essential service contractors and suppliers are:
- Establish an alternative
contact for those circumstances where local or regional suppliers/contractors
are
exposed to the same emergency or disaster as your organisation (for example
a cyclone).
- Consider having emergency
supplies of items that would be required immediately in the event of an emergency,
for example fuel for a generator.
- Consider on-site and
off - site resources storage and stock pile systems.
If regular supplies are cut in an emergency (road access is destroyed by a
natural disaster), consider the
contingency arrangement the organisation will need to implement.
- Consider the suitability
of on site storage, and do these facilitate emergency bulk stock piling
- Determine what minimum
stock levels are required to maintain essential service delivery.
- Consider the impact on
residents needs – equipment, medications, nutritional aids, and continence
aids etc.
- Consider the impact on
staff – relating specifically to Occupational Health and Safety
- Ensure that transport,
storage and service delivery methods utilised in emergency situations, are
analysed
for their risk, from an occupational health and safety regulations and infection
control guidelines perspective,
to minimise risk to all stakeholders.
- Factor in the effect
of the loss of information and electronic technology systems, across all areas
of the
business, and ensure communication systems and staff support strategies are
factored into planning and
staffing establishment requirements.
- Ensure that waste management
systems (hazardous/infectious, toxic, dirty, and normal) are analysed, as
essential service cessation associated with natural disasters can result in
hazardous substance waste
accumulation, which poses a risk to staff, residents/clients and the broader
community.
- Ensure that security
services are factored into staffing establishments, to ensure that all human
and
physical resources are protected
Actions
Analysis of needs
(remember this was done broadly at committee level):
- Identify the supporting
services and suppliers that are required to sustain your organisation’s
services,
and those that may be needed
only in emergency situations.
- Formalise any contractual
arrangement necessary with existing or new services and suppliers to ensure
services are continued during emergencies or disruptions to service
- Determine the potential
impact of an emergency on these services and suppliers and then develop a
contact
database for existing and alternative providers (to include their contact
details (business and after hours), and
the order in which they should be accessed. This database should include:
- Contractors (plumbing,
electrical, security, waste management, etc)
- Suppliers (gas, water,
electricity, fuel etc)
- Identify core staff numbers
(minimum numbers of staffing and the skills mix) that are required to undertake
essential services during an emergency situation, and ensure human resource
management systems are reflective of this.
- Consideration should
be given to documenting the names, capabilities and contact details of volunteers
used
by the organisation, as they may be very useful if normal staff are stretched
or fully used.
- Establish alternative
supports for community residents/clients if the organisation is unable to
provide essential services (transfer delivery of services to another service
supplier, for example a catering contractor for Meals on Wheels clients).
- Following these deliberations,
develop an Operations Contingency Plan detailing mechanisms for
continued provision of services

of an Operations Contingency Plan
- Document pathways for
essential operations in the event of an emergency and evacuation
- Ensure key responsibilities
are designated for each part of the plan, and a central chain of command is
established.
